Chandigarh, July 31:
Punjab Cabinet Minister Mrs. Aruna Chaudhary today directed the higher officers of the Department of Social Security, Women and Child Development and all the commissions under it to get all the printing work of various schemes done through government printing presses at Mohali and Patiala.
Emphasizing to ensure strict compliance of the instructions, Mrs. Chaudhary asked the Director of the Department Mr. Diprava Lakra to convene an emergency meeting of the Officers of Headquarters and District to assess the pending printing works under various government schemes and prepare the reports.
The Cabinet Minister said that Chief Minister Capt. Amarinder Singh led government has decided to get all the printing work done only through the government presses in order to keep the state presses functional and save the taxpayers’ money. “In case of emergency, the printing work could be done through private press as per the provisions made in Para 4.4 of the Punjab Printing and Stationery Manual” she informed, emphasizing that if under normal circumstances, any officials of the department or commission would get the printing work done from private printing press, it would be the violation of Rule 2.1 of Chapter-2 of the Punjab Printing and Stationery Manual and other related provisions. Hence this could be lead to loss to the state exchequer.
Mrs. Aruna Chaudhary said that the government presses at Mohali and Patiala have enough open space and equipped with requisite staff but these presses were not being fully utilized by the state departments as the printing work is being given to private printing presses.
The Cabinet Minister further added that in case of any urgency, if any printing work had to be done through private printing press, no-objection certificate should be obtained from the Department of Printing and Stationery.
Emphasizing on the need to ensure strict compliance of the instructions, the Minister directed the Joint Director and Deputy Directors of the department to ensure the compliance of the orders by continuously monitoring the offices of the District Social Security Officers, District Program Officers and Superintendent Homes.
