Chandigarh, March 18: Aam Aadmi Party (AAP) state president and Member of Parliament (MP) from Sangrur, Bhagwant Mann has raised the issue of deployment of deputy superintendent of police (DSPs) officer of the Delhi, Andaman and Nicobar Islands Police Services (DANIPS) cadre on deputation in Chandigarh police by subverting service rules, adding that 5 DSP rank officers from the DANIPS cadre were currently on deputation in the Chandigarh police.
Mann said that an inspector rank officer in the Chandigarh Police were eligible for their next promotion as DSP after completion of six years of service in the present cadre, but had yet to get their due promotion as DSP even after 11 years in their present cadre.
Mann said that Punjab had 60 per cent deputation quota in the Chandigarh Administration, but allegedly the established norm had been set aside, clearing the roadblock for deputing DSP rank officers of the DANIPS cadre. Mann, on the occasion, said that despite orders of the High Court and Union Home Department, the said officers had not been recalled, which he said was a tantamount to gross injustice to Punjab and Chandigarh cadre police officers.
Interacting with media persons outside the Parliament, Mann said that the Punjab Police services rules and regulations were applicable to the Chandigarh Police under which an inspector cadre officer was eligible for his/ her next promotion as DSP after putting in six years’ service in the present cadre.
On the other hand, Mann alleged, the rules were being grossly subverted in deploying DANIPS cadre officers in Chandigarh Police. He cautioned that the way some top-ranking officers were hell-bent on depriving the employees and officers of the Chandigarh Police and Punjab Police, which would not be allowed to continue any further, he said.
The AAP leader further informed that the DSPs of the cadre on deputation to Chandigarh had not been recalled despite the instruction from the Union Home Department. He said that the kind of exploitation of the employees of Chandigarh and Punjab police won’t be allowed and that he would continue to broach the issue in the future as well.
