Chandigarh, May 1: Seven weeks into forming the government, the Capt Amarinder Singh-led Congress government is facing “resistance” from within in doing away with the halqa incharge system introduced by the previous SAD-BJP government.
Two weeks ago, the CM scrapped one part of the system by issuing a notification on the jurisdiction of police stations and police sub-divisions.
The previous Akali-BJP government had, in 2010, notified the police station jurisdiction to juxtapose it with the Assembly constituencies.
A top government functionary says a section of police officers and technocrats are exerting pressure on the government not to scrap this much-criticised system that allows the ruling party to nominate its political appointee as a single-point liaison man in the segment.
These police officers and technocrats have taken upon themselves to tutor legislators, especially some new comers, on the “benefits” of continuing with the halqa incharge system. Armed with the feedback, the legislators have even taken up the issue with the top leadership, it is learnt.
