PUDA’s Executive Engineer gets promotion as Chief Engineer after intervention of SC Commission

Executive Engineer of Punjab Urban Development Authority (PUDA) got promotion from backdate (May 4, 2019) as Chief Engineer after the intervention of Punjab State Schedule Castes Commission.

Informing about the development, Member of the Commission Gian Chand said that complainant Balwinder Singh was working as Executive Engineer in PUDA from July 3, 2015, but he had not been considered for promotion instead the post was vacant. He was not contemplated for the promotion in lieu of fulfilling all the eligibility criteria on the grounds of Annual Confidential Reports (ACRs) of 2018-19 not being received.

Punjab State Commission for Scheduled Castes sought from the Chief Administrator, PUDA after investigating the matter in this regard. On the report submitted by PUDA, the complainant said that the department was obstructing his promotion by presenting distorted facts. The Commission again sought a reply from PUDA, on which the Chief Administrator PUDA informed the Commission that this officer can’t be promoted.

On the basis of the rationale given by the complainant, the member of the Commission Mr. Gian Chand examined the entire matter thoroughly and submitted his report to the Chairperson of the Commission. The Chairperson had also sought an Action Taken Report from the PUDA Chief Administrator on the basis of this report. On this PUDA has accorded the promotion to the complainant Balwinder Singh as the Chief Engineer.
