Chandigarh, November 27: Giving further fillip to the manufacturing sector by incentivizing local value addition, the state government has notified the Public Procurement (Preference to Make in Punjab) Order 2019. The move would ensure a purchase preference to the sector in public procurement done by the state government department and its agencies besides enhancing income and employment generation.
Disclosing this today, the spokesperson of the Industries & Commerce department stated that the Governor had accorded his approval to the Order and subsequently, a notification had already been issued in this regard.
For the purpose of the Order, local content would mean the amount of value added in Punjab which shall be the total value of the item procured minus value addition to the item outside the state of Punjab (excluding taxes), as a proportion of the total value.
A supplier whose product offered for procurement meets the minimum local content as prescribed under this order or by competent departments in pursuance of this order shall be considered Local Supplier.
Reiterating state government’s commitment to promote and sustain industrial development, Additional Chief Secretary Vini Mahajan expressed confidence that various pro-industry measures initiated by the department would further intensify the ongoing process of comprehensive industrialization with its benefits accruing to all sections of society.
Divulging further, the spokesperson added that purchase preference shall be given to the local suppliers in all procurement undertaken by procuring entities controlled by the state government. The local manufacturer/supplier at the time of tender, bidding or solicitation would be required to provide self-certification that the item offered meets the minimum local content besides giving details of the location(s) at which the local value addition is made.
Any supplier debarred by any procuring entity for violation of this Order shall not be eligible for preference under this order for procurement by any other procuring entity for the duration of the debarment, the spokesperson added.
A committee constituted under the Controller of Stores has been authorized to look into all issues of debarment. Nominees of the Finance department, Excise and Taxation Commissioner, Controller Printing & Stationery, besides Additional Controller, Controller of Stores (Member Secretary) and nominee of Director Governance Reforms are other members of the Committee.
