Chandigarh, December 29: Sh. Dharam Pal, IAS, Adviser to the Administrator, UT, Chandigarh, while honouring the ‘Change leaders’ during Swachh Prerak Samaan Samaroh at Rani Laxmi Bai Mahila Bhawan, Sector 38, Chandigarh has stated that every year, the Swachh Survekshan is redesigned innovatively, to ensure that the process becomes more robust, with focus on sustaining the behaviour change.
Keeping in mind the Municipal Corporation’s efforts towards ensuring sustainability of the sanitation value chain, change leaders have been awarded for their wonderful contribution towards Swachh Survekshan.
Sh. Nitin Kumar Yadav, IAS, Home Secretary, Chandigarh, Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation, other officers of MCC and the awardees from different categories of awards and competitions were present during the occasion.
While addressing the awardees, the Adviser also touched upon how Swachh Survekshan has become a tool for citizen engagement in the spirit of a true ‘Jan Andolan’. He said that this year, the focus on citizen participation has taken a notch higher by introducting indicators that encourage innovations led by citizens, start-ups, entrepreneurs and Swachhata Champaions amongst others.
He said that Municipal Corporation is working in the field of sustainable models of processing the solid waste besides creating mass awareness for behavioural change in the citizens of Chandigarh. He said that re- invigorated, re-focused team MCC is working to make city beautiful not just MORE beautiful but the MOST beautiful.
He said that out of the Legacy waste to the tune of 5 lac tonne in Dadumajra dumping site, 50% ie about 2 and half lac tonne has been managed. Whereby, out of 19 acres of dump, nearly 8 and half acres of land has been reclaimed.
And in year or so, it will be completely cleared. He said that the administration is also going to notify the Construction & Demolition Waste policy soon, whereby the ‘Malba’ from the construction sites will be picked up by the Municipal Corporation and would be used to make pavers and kerbs.
Expressing happiness over the initiative of MCC to promote Home Composting of household kitchen & horticulture waste by making provision for the same in government accommodations, the Adviser said that MCC has started to promote Home Composting in Private premises also by supporting Residents Welfare Associations (RWAs) and the best performing RWA will be rewarded with cash award worth 1 lac rupees.
He said that the Municipal Corporation has taken various initiatives towards Swachh Survekshan-2022 in the form of street plays, jingle, movie, poster and mural making. Atm-Nirbhar wards are being made wherein no wet waste will go out of the ward and complete wet-waste management will be done within the respective ward. Special focus is on awareness generation in slum areas.
He said that ‘Story of Swachhta’ a 15,000 sq ft wall painting in the under-path to generate awareness, rejuvenation of the Bio-Methane Plant and installation of New equipment/machine for crushing garbage in MRF centre, 3-liter bins in all markets and parks are also some initiatives underway.
He said that the recent Chrysanthemum Show held in the city from December 10 to 12 was a Zero-Waste event. He said that no garbage was generated out of the event as due arrangement was made for on-site composting. Same policy will be emulated in ensuing events as well.
He said that interestingly, to imbibe sense of ‘swachtta culture’ in children, a very interesting methodology is being adopted involving coloring-books. The children will colour swachtta-promotion pictures and indirectly learn how they can contribute in making the city “swachh”.
The Adviser said that people’s participation in the Swachh Bharat Mission is imperative to the Prime Minister’s vision to develop a clean India. He congratulated all those who have been awarded for their untiring efforts in making the City Beautiful, more beautiful by ensuring cleanliness at all levels.
He said that it should grow to a mass movement and that could start with every individual. As Mahatma Gandhi said, “Everyone must be his own scavenger.” The habits learnt at a young age get embedded into one’s personality. So, the prominent personalities, officials and members of the public present here should try to make young people participate in the movement.
The Adviser said that we have to remember that maintaining cleanliness is not just for a day, a fortnight, a year or for a few people. It is a mega campaign for every day, every fortnight, every year, for everyone and a continuous programme from one generation to another. People’s participation is must to make the mission successful. I would like to solicit support and cooperation of each and every citizen so that we can achieve the task of 100% garbage segregation at source, he added.
“Sabka Saath, Sabka Vikas and Sabka Vishwas, Sabka Prayas” is critical for the next phase of cleanliness, said that Adviser.
