After the intervention of Punjab State Commission for Scheduled Castes the Department of Technical Education and Industrial Training has finally admitted its mistake and promoted Senior Lecturer Mr. Akshay Kumar Jalova as head of the department.
Disclosing this here today Mrs. Tajinder Kaur (Retd. IAS) Chairperson of Punjab State Commission for Scheduled Castes said that complainant Mr. Akshay Kumar Jalova, senior lecturer of ECE, Government Polytechnic Girls College, Jalandhar had complained to the Commission that he was not given due promotion by the department and he should be promoted.
She said that the Commission has decided to look into this complaint under Section 10 (2) of the Punjab State Commission Act, 2004 and the Secretary Technical Education and Industrial Training Department, Punjab has been asked to submit an investigation report. On which the department presented its case to the Commission on various dates and informed the Commission that Mr. Akshay Kumar can not be promoted in accordance with the rules. The complainant requested the commission to investigate the complaint at its own level.
She said that after this the investigation of the complaint was handed over to the members of the commission Gian Chand and Prabhdial. After considering the facts presented by the complainant and the instructions and rules issued by the government from time to time and the investigation report submitted by the technical education department, members of the commission submitted their report on 16-8-17, in which they justified the complaint of the complainant and recommended his promotion.
As per the report of the commission Punjab State Commission for Scheduled Castes sought action taken report from the principal secretary of the department but the department spent three years making excuses.
On this she wrote to the Principal Secretary of the department to submit an affidavit giving para-wise explanation on the report of the commission. Department submitted an affidavit dated 13-7-2020 stating that the DPC meeting is being held in which the matter will be considered and resolved. After this department informed the commission through its letter dated 29-7-2020 that Mr. Akshay Kumar Jalova has been promoted as the head of the department.
