Chandigarh, August 30: The alleged patronage of the mining mafia by a section of Congress legislators and leaders in their constituencies has come under the scanner of the Cabinet. The matter cropped up when the Cabinet approved the Punjab District Mineral Foundation Rules, 2017, during its meeting on August 24. The rules aim at checking illegal mining.
Reports of illegal mining under political patronage are coming from certain pockets of Malwa, Majha and Doaba with the police turning a blind eye.Chief Minister Capt Amarinder Singh, who has taken a tough stand against illegal mining, is reportedly aware of the matter. It was pointed out in the meeting that “during the SAD-BJP government, its leaders were at the forefront. Now, some of our leaders are at the forefront”.
A senior government functionary said the Punjab District Mineral Foundation Rules would not only ensure compliance with the conditions imposed in the Environment Clearance and Mining Plan, but also enable the department concerned to prevent illegal mining.As per rules, any unscientific operation in the terms of concession or approval to operate a quarry or a mine by the Mineral Concession Holder would amount to violation of the grant.
The rules would also ensure rehabilitation and restoration of areas under lease, and help minimise environmental impact of mining.The objectives specified in the Pradhan Mantri Khanij Kshetra Kalyan Yojana would also be implemented under the new rules. The scheme envisages supply of drinking water, healthcare facilities, education, welfare of women and children, welfare of aged and disabled people, skill development and alternative employment, besides the launch of social welfare schemes in areas affected by mining.
