Declared proclaimed offender, NRI returns to Amritsar from Dubai

Chandigarh, June 8: An NRI from Dubai, who abandoned his wife a month after marriage in Amritsar 13 years ago, has succeeded in returning to the country despite being declared a proclaimed offender (PO) and issuance of a lookout notice against him.

“A high-level probe has been initiated into the case and raids are being conducted to arrest the accused, Avtar Singh,” said Amritsar SSP Parampal Singh. He is wanted in a dowry harassment case. A man is supposed to be arrested by immigration agencies or by the Punjab Police if he is a PO or has a lookout notice against him.

However, in this case, accused Avtar Singh not only managed to hoodwink the two agencies, but also allegedly got his passport renewed despite a criminal case against him. He also got married in Dubai without divorcing his first wife, Sukhraj Kaur. The woman has been fighting for justice for long. She is now making rounds of the district and state police to seek his arrest.

In a representation to DGP Suresh Arora, she has alleged that Avtar Singh abandoned her a month after their marriage in 2005. “I was shocked to find out that he has landed in India and reached his house in Amritsar.

The police did not believe me when I told them, but when he got interim bail, it was confirmed. I have sought revocation of the bail, but the police are answerable on how a proclaimed offender managed to reach Amritsar,” she said.
