New Delhi, Sep 8: The norms for no-fly list to rein in unruly passengers were released on Friday. “We can never compromise on safety and security”, said Ashok Gajapathi Raju, Union Minister for Civil Aviation, while announcing the National No Fly List to ban unruly passengers.

Minister of State, Civil Aviation, Jayant Sinha said that no aviation regular in the world had created a National No Fly List for passenger safety.

The following are the three levels of unruly behaviour on board by passengers

1) Verbal – 3 months ban

2) Physical – 6 months ban

3) Life threatening – 2 years-lifetime ban

The list will be provided by the airlines and maintained by the Directorate General of Civil Aviation (DGCA).

Foreign airlines can also ban passengers on ‘National no fly list’ to board the plane.

A few months ago, a revised Civil Aviation Requirement (CAR) was finalised after receiving comments from the stakeholders. Subsequently, the Civil Aviation Ministry came out with draft rules for a ‘national no-fly list’ of unruly passengers for all domestic carriers.
