CIA incharge’s input made Dilpreet’s arrest possible

Jalandhar, July 12: It was on the input from daring Jalandhar CIA incharge Shiv Kumar (53) that gangster Dilpreet Singh was arrested after laying a trap in Chandigarh.

Shiv says that he had been tracking Dilpreet for long and got the first clue about him from sources in the Kapurthala jail in April this year. A man in Dilpreet’s drug chain was lodged in the jail and he had access to cell phone. “I put this phone on tracking. It was in May that his call went to Dilpreet’s girlfriend Rupinder. I began tracking her phone too. The IT experts in my team kept tracking all calls to get Dilpreet’s number but we could not. The duo perhaps had been using only mobile applications to make calls.

“But they were somehow making a mistake. Sisters Rupinder and Harpreet had been calling each other through the telecom system and used to discuss their meeting plans with Dilpreet. A few weeks back, Dilpreet was to go to Pipli, near Kurukshetra. We had laid a trap there too, but we missed him. But this time, we were more prepared.”
It was Shiv who drove the car that bumped into Dilpreet’s car and stopped his way. It was in Shiv’s car that the gangster was brought to the PGI from the Sector 43 spot. “Whenever a trap is laid, I drive the car myself as I am especially trained for this. I have served the CRPF for five years during terrorism days. No one can give a better training than them. I am capable of driving all cars at 160 km per hour. I have learnt these tricks from Ajay Sood, who was my DSP in the CRPF,” he shared.

Shiv served the CRPF from 1985 to 1990. He was in Jalandhar from 1987 onwards when present Punjab Police DGP Suresh Arora was the SSP here. In those days former Punjab Police DGP SS Virk was the DIG, CRPF, Jalandhar. “I was offered a job of a constable in the Punjab Police. I came here readily as I wanted to stay in Punjab,” said the CIA incharge, who hails from Gurdaspur. He had a very traumatic childhood having lost his mother at the age of three and father, who was a petty shopkeeper, at 12 and was raised by his elder sister.

A sharpshooter, Shiv has thrice received DG commendation disk. He has been awarded nine times at Republic Day and Independence Day functions. All big hauls of heroin that have been recovered in Jalandhar in the last few years have been largely possible on tip-offs by Shiv.
