Punjab Budget 2017-18: Mega plans for industry, but no funds

Chandigarh, June 20: The setting up of MSME (micro, small and medium enterprises) kendras, new industrial parks and offering new industrial policy are among the measures announced by the state government in the Punjab Budget proposals. But considering the state’s precarious fiscal health, a lot will depend on its effective implementation as no budgetary allocation has been made for setting up industrial parks or hubs.

While giving prominence to the MSME sector and boost investment at grassroots level, Finance Minister Manpreet Singh Badal announced that the state would set up Punjab kendras at the district level to facilitate investment promotion, regulatory clearances, fiscal incentives to MSMEs and start-ups.

The centres would be set up on the lines of “Invest Punjab”, a unified regulator having powers to grant regulatory clearances across 23 departments. Also, he announced to set up MSME facilitation councils at the regional level in Ludhiana, Jalandhar, Amritsar and Patiala. The move would provide effective facilitation services to the MSME units. He announced to set up “MSME Punjab” for developing various MSME clusters.
