DGP (intelligence) Dinkar Gupta empanelled for appointment as ADGP at Centre

New Delhi, April 27, 2018: Appointment Committee of the Cabinet headed by the Prime Minister has approved the empanelment of DGP (Intelligence) Punjab Dinkar Gupta, IPS (1987 batch), for appointment as ADGP level posts at the Centre on April 26, 2018. He is the only officer from the Punjab and Haryana cadres to be empanelled as ADGP at the centre.

Mr. Gupta served as SSP Ludhiana, Jalandhar and Hoshiarpur districts for more than 7 years during the terrorist phase in Punjab. He also served as the DIG (Jalandhar and Ludhiana Ranges), DIG Intelligence & Counter-Intelligence, Punjab before proceeding to Intelligence Bureau on central deputation in June, 2004. He did a eight-year stint with IB where he held many sensitive assignments, including as the Head of the VIP Security Infrastructure of the country where he was responsible for the security of all the 3 VVIPs of the country–the President, Vice-President and the Prime Minister.

After coming back from deputation in 2012, he has handled all various assignments, such as: ADGP Law & Order (2012-2015), ADGP Security, Punjab (2012-2015), ADGP Traffic, ADGP Provisioning & Modernization, Punjab (2014-2015), ADGP Administration & Community Policing, Punjab (2015-17), ADGP Intelligence, Punjab and DGP Intelligence (March 2017 onwards)

Barely 5 years into the IPS, Mr.Gupta became one of the youngest police officers ever to be decorated with Police Medal for Gallantry by the President of India in June 1992 for display of exceptional courage, conspicuous gallantry and devotion to duty of a high order as ASP during an encounter with the terrorists in April, 1992. In June 1994, he was again decorated with a Bar to Police Medal for Gallantry by the President of India for another act of gallantry as SSP Hoshiarpur.

Dinkar Gupta has also been awarded the Police Medal for Meritorious Services by the President of India, and the Presidents Police Medal for Distinguished Service, which was presented by the PM on the occasion of Independence Day 2010.

Besides his professional accomplishments, has also been Visiting Professor at the George Washington University, Washington DC (USA), and Executive-in-Residence at School of International Service, American University, Washington DC, USA in 2000-01. In January 2001, he was invited to design and teach a course titled Governments under Siege: Understanding Terrorism and Terrorists to graduate students at American University. He represented India at a Symposium on International Terrorism organized by INTERPOL in 1996.
